In order to ensure a significant increase in the production of folk arts and crafts, expanding the range of products and improving their quality, the Council of Ministers of the Kyrgyz SSR decides:
Adopt for guidance and strict implementation the Resolution of the Council of Ministers of the USSR dated August 14, 1968 No. 628 “on measures for the further development of folk artistic crafts.”

At one time, the people’s artist of the Kyrgyz Republic, academician of the International Academy of Creativity, S.M. Makashov, preserved the team and production. Being a self-supporting enterprise, “Kyal” promptly pays all tax, social and other payments to the country’s budget, in accordance with the laws and other regulations of the Kyrgyz Republic.
Truly being a flagship in the revival of folk crafts, which is an integral part of the formation of the pristine and originality of the historical heritage of Kyrgyzstan. “Kyyal” is rightfully considered a forge of folk craftsmen.
Today, thousands of craftsmen throughout Kyrgyzstan, who once studied and worked in Kyyala, have opened and run their own small enterprises producing folk art products.

In 2004, by Decree of the President of the Kyrgyz Republic No. dated September 4, 2003, UP No. 293 “Kyyal” was assigned the status “National”,
By Decree of the Government of the Kyrgyz Republic dated March 5, 2004 No. 135, the Charter of the State Enterprise NONHP “Kyyal” was approved. This was the only right decision for that period, taking into account the economic state of the economy, so as not to destroy folk crafts.
Thanks to this, the company pulled out, survived, retained its staff and began to produce results.

  1. By Decree of the Government of the Kyrgyz Republic No. 550 dated September 13, 2011, changes and additions were made to the Kyyal Charter and was transferred to the jurisdiction of the State Property Fund. It should be noted here that by this time the team had withstood the attacks of those wishing to seize the enterprise. There have been repeated attempts to privatize the association by amending laws and regulations.
    In this regard, at the request of the Chamber of Craftsmen, the Kyyal collective, the Jogorku Kenesh Republic created a commission, which, having studied all the circumstances, came to the conclusion to amend the Resolution of the Government of the Kyrgyz Republic regarding the appointment of a manager by nominating the labor collective to the Prime Minister of the Kyrgyz Republic (Resolution of the Jogorku Kenesh No. 1968-V dated June 6, 2012, paragraph 2). This proposal was supported by the President of the Kyrgyz Republic.
    The initiative of the State Property Fund of the Kyrgyz Republic “Kyyal” of the Ministry of Culture, according to the profile, did not find support in the Government of the Kyrgyz Republic.
    By Decree of the Government of the Kyrgyz Republic No. 641 dated September 8, 2017, “Kyyal” was transferred to the management of the Administration of the President and Government of the Kyrgyz Republic.
